It was named for Thomas Henry Carter, the state's first congressman (representative in Congress from the Montana Territory, followed by the first representative from the state of Montana to the US House of Representatives).

NOTE - In order to obtain records, Carter County requesters must follow several rules. The office has opening times of 8:00 a.m. until 12:00 p.m. and 1:00 p.m. until 5:00 p.m. from Monday to Friday.
